Mayor Giuliani Visits New Castle, New Hampshire
Mayor Giuliani drew a clear distinction between what the Federal Government should be in charge of and what state and local governments should control. He used 9/11 and Katrina as examples. In the latter, President Bush was castigated for not showing up on the scene until a few days after Katrina hit. Mayor Giuliani supported the President's performance by saying that when the president shows up at a disaster site he and his large entourage create a distraction that pulls resources away from those needing help. He felt that the President showing up on 9/14 was exactly right as it allowed local government (with FEMA in the wings to support as requested) to address the situation. He did point out that the Federal Government should have known that the Louisiana governor and New Orleans mayor were unprepared and compensated accordingly. Mayor Giuliani pointed out that the mayor and governor dropped the ball and were not held properly accountable. There is a place and time for Federal Government intervention, but not at the expense of the state and local government doing their collective jobs.
